Nikko Jenkins was released from prison on July 30, 2013, after serving ten and one-half years of a twenty-one-year sentence. In August 2013, he killed four people in Omaha, Nebraska, including Curtis Bradford. Following Bradford's death, his mother, Velita Glasgow, filed suit under 42 U.S.C. §§ 1981, 1983, and 1988...
