Three Kansas City, Missouri, police officers encountered Reyes Campos after they received a report that a man might need medical attention. The officers found Campos lying on the sidewalk next to a fallen bicycle. Campos was acting incoherently. When an officer righted Campos's bicycle, an unzipped bag attached to the handlebars...
