One evening in 2010 Jason Senne parked his car on the street in front of his house in the Village of Palatine, Illinois, a suburb of Chicago. A Village ordinance forbids parking on the street between 1 a.m. and 6 a.m. for more than 15 minutes. At 1:35 a.m. a police officer wrote a $20 parking ticket and stuck it face down...
