The National Oceanic and Atmospheric Administration ("NOAA") determined Frontier Fishing liable for trawling in a restricted gear area in violation of regulations promulgated under the Magnuson-Stevens Fishing Conservation and Management Act, 16 U.S.C. §§ 1801-1891d.
