This is an appeal from the final judgment of the United States Court of Federal Claims ("Court of Federal Claims") on a matter of statutory construction. The Court of Federal Claims ruled in favor of the United States, Kingdomware Techs., Inc. v. United States, 107 Fed.Cl. 226 (Fed.Cl.2012), and Kingdomware Technologies, Inc. ("Kingdomware") appeals.
