Plaintiffs-Appellants (hereinafter "Plaintiffs") are male inmates in the custody of the Alabama Department of Corrections ("ADOC"). They wish to wear their hair unshorn in accordance with the dictates of their Native American religion, but an ADOC policy forbids them from doing so.
