Oscar Bueno and Jose Gonzalez-Zavala belonged to a drug trafficking organization investigated by the Drug Enforcement Administration ("DEA"). Both pleaded guilty to conspiracy to possess with intent to distribute five kilograms or more of cocaine, 21 U.S.C. § 846.
