ORDER

Petitioner Jose Luis Buenrostro was tried and convicted of conspiracy to manufacture more than thirty-one kilograms of methamphetamine. Because Buenrostro had two prior felony drug convictions, the district court sentenced him to a mandatory minimum term of life imprisonment without parole.
