The City of Akron appropriated John and Barbara Meacham's home in an eminent domain proceeding in order to redevelop a blighted area with federal funds. Akron identified what it considered an adequate substitute for the Meachams' home, and offered nearly $80,000 in federal replacement housing assistance to cover the difference between the eminent domain jury award and the substitute...
