Aziz Abdurakhmanov ("Abdurakhmanov"), a citizen of Uzbekistan, alleges that he was targeted for investigation and beaten by Uzbeki police because of his membership in the Dungan ethnic minority. He further alleges that if he is returned to Uzbekistan, he will face the same fate as his late wife, who died of injuries inflicted on her by Uzbeki police during a three-day detention.
