Cilman brought this suit against Officer M.A. Reeves and the Town of Vienna, Virginia alleging deprivation of his civil rights in violation of 42 U.S.C. § 1983, illegal search and seizure in violation of Va. Code Ann. § 19.2-59, and various state law torts. For the reasons set forth within, we affirm in part, reverse in part, and remand for further proceedings...
