Petitioner Chadworth Ryan Dewayne Robertson-Dewar was born in Jamaica on June 28, 1980. He was admitted into the United States in February 1993 as a lawful permanent resident when he came to live with his father, Owen Dewar. In October of that year, Owen Dewar was naturalized as a United States citizen. On January 10, 1996, Owen Dewar submitted an application for a certificate of citizenship on his son's behalf.
