Michael Brooks brought this action under 42 U.S.C. § 1983 and Illinois law against the City of Aurora and several municipal police officers. The complaint alleged that the officers violated Mr. Brooks's rights under the Fourth Amendment and state law when they arrested him for driving on a suspended license and for resisting a peace officer.
