Esther Hall appeals from a final decision from the United States Court of Federal Claims ("Claims Court"), which affirmed the special master's award of attorneys' fees under 42 U.S.C. § 300aa-15 of the National Childhood Vaccine Injury Act of 1986 ("Vaccine Act"). The issue before us is whether the special master erred in awarding attorneys' fees at the local hourly rate instead of the forum hourly rate. For the reasons discussed below...
