For forty-four years the Freedom of Information Act (FOIA) has facilitated public access to the records of federal agencies. See Pub.L. No. 89-554, § 552, 80 Stat. 378, 383 (1966) (codified as amended at 5 U.S.C. § 552 (Supp. III 2009)). This case has been pending for half that time.
