We are asked to decide whether the Office of the United States Attorney for the District of Columbia ("USAO") or the Office of the Attorney General of the District of Columbia ("OAG") is the proper prosecutor for the possession of unregistered firearms and unlawful possession of ammunition. Congress has divided prosecutorial authority between the two offices; "roughly speaking," it has assigned "minor crimes" to the OAG and more "serious matters...
