In an effort to address the intractable problem of parental drug abuse in juvenile dependency cases, the San Diego County Superior Court implemented an aggressive treatment program known as the Substance Abuse Recovery Management System (SARMS). A parent who is believed to have "alcohol and/or drug issues" will be assessed and, if necessary, ordered to participate in SARMS as part of a family reunification case...
