Pro se plaintiff Charles Seife has sued under the Freedom of Information Act, 5 U.S.C. § 552 ("FOIA"), to obtain records relating to certain individuals who serve on advisory panels of the defendant National Institutes of Health ("NIH"). These individuals are considered "special governmental employees" ("SGEs") of NIH. The parties have each moved for summary judgment
