In this writ of review proceeding, petitioner appeals from a 2006 order that set aside two 2004 judgments, but did not order a new trial. We ordered petitioner to show cause why the order was appealable. Respondent City of Tigard (the city) moved to dismiss the appeal. After petitioner responded to our order to show cause, the city filed a second motion to dismiss the appeal.
