BOSSON, Justice.

{1} Petitioner Elliot Oppenheim ("Oppenheim") petitions this Court to review the State Board of Bar Examiners' ("the Board") denial of his application for admission to the New Mexico Bar ("the Bar"). The Board found that Oppenheim failed to carry his burden of establishing that he was a person of good moral character. See Rule 15-103(C) NMRA.
