I. INTRODUCTION

April Jackman fell and injured herself on a staircase at her apartment complex, the Jewel Lake Villa Apartments. After Jackman received medical treatments for her injuries, one of Jewel Lake's insurers paid $3,474 to cover these expenses. Jackman later sued Jewel Lake for failing to maintain the staircase. Jewel Lake sent Jackman a $1,400 offer of judgment, but she failed to accept...
