This appeal raises a constitutional challenge to the creation of the Workers' Compensation Appeals Commission in 2005. The Alaska Public Interest Research Group (AKPIRG) contends that the establishment of the Appeals Commission violates the separation of powers doctrine implicit in the Alaska Constitution by creating a court in the executive branch and improperly removing jurisdiction...
