Plaintiffs Parkdale International, Ltd., Riverview Steel Co., Ltd., and Samuel, Son & Co., Ltd., and plaintiff-intervenor Russel Metals Export (collectively, "Plaintiffs") are importers and exporter-resellers of certain corrosion-resistant carbon steel flat products from Canada.
