This appeal requires us to determine whether applicants for asylum and withholding of removal are persecuted "on account of their political opinion when their persecutors have murdered members of their family of business owners for their refusal to pay a "war tax" to a Marxist paramilitary organization, the Sixth Front of the Revolutionary Armed Forces of Colombia (FARC).
