RILEY, Circuit Judge.

Winston Bell-Bey (Bell-Bey) appeals the district court's1 denial of Bell-Bey's application for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. We affirm.

I. BACKGROUND

On June 3, 1994, Bell-Bey doused Fay Allen (Allen), his wife, with gasoline and lit Allen on fire. Allen suffered burns over 90% of her body and died two weeks later...
