The quantum of the attorney's fees awarded is the only issue on appeal. The judgment is affirmed.

Louis L. Minsky, a pharmacist in East Carroll Parish, objected to the method the sheriff used to purchase prescription drugs for prisoners in the parish jails. Minsky sued Sheriff Mark W. Shumate, seeking a declaration that the sheriff was violating the public bid laws by purchasing prisoners' prescriptions without a contract, by delaying bids for contracts...
