Patricia Luna injured herself at the Great Lakes Naval Base, where she worked as an instructor under a contract between the Navy and a private contractor. She sued the United States under the Federal Tort Claims Act ("FTCA"), which provides a remedy for personal injuries caused by negligent acts of governmental employees acting within the scope of their employment.
