In July 2002, the Calhoun County Department of Human Resources ("DHR") received a child-neglect report indicating that A.P. and J.T.P. IV were living in filth and that their mother, R.P. ("the mother"), was pregnant and drank alcoholic beverages. DHR sent Shirley Jennings to investigate the report.
