{¶ 1} On April 18, 2003, appellant, Tommy Price, made numerous telephone calls to the Lancaster Police Department. The calls were harassing and nonsensical in nature. Sergeant James Greenawalt and Patrolman Jeffrey Thurston were dispatched to appellant's home to investigate.
