On appeal from an order of the Commissioner of Health affirming her disqualification from a health-care position allowing direct contact with vulnerable adults, based on a finding of abuse, appellant D.F.C. argues that (1) the commissioner did not "issue" its order because she failed to serve appellant a copy of the order, and (2) a notice of appeal served and filed within 33 days...
