Respondent, the Ottawa County Concealed Weapons Licensing Board, appeals by leave granted the judgment of the circuit court ordering the board to issue petitioner a concealed pistol license sought under the concealed pistol licensing act (CPLA), M.C.L. § 28.421 et seq.
