This appeal challenges a trial court's invalidation of a tax sale. We affirm.

BACKGROUND

Most of the facts forming the basis for this lawsuit to annul a tax sale have been stipulated by the parties, and thus are not in dispute. On Mach 29, 1988, Dr. Leonard A.
