Teresa Zoltanski seeks review of a $250 fine imposed by the Administrator of the Federal Aviation Administration (FAA). The Administrator assessed the fine after holding that on October 21, 1999, Zoltanski violated 14 C.F.R. § 107.20 (1999), which states, "No person may enter a sterile area [the area past the security checkpoint at an airport] without submitting to the screening of his or her person...
