Plaintiff-appellant, International Aircraft Recovery, L.L.C., ("IAR") appeals the district court's entry of summary judgment in favor of the United States.

In 1990, Scientific Search Associates, a group of salvors searching for Spanish galleons, located the wreck of a Navy "Devastator" TBD-1 torpedo bomber ("TBD") that crashed off the coast of Florida on July 1, 1943. Scientific Search Associates videotaped the wreck and offered to sell the video...
