John F. Sheils appeals the decision rendered by the State of Florida, Board of Professional Engineers, concluding that he committed professional misconduct. The Board's construction of the applicable statute is consistent with legislative intent. The findings of fact adopted by the Board are supported by competent substantial evidence in the record.
