On April 22, 1998, while incarcerated at the Racine Correctional Institution ("RCI"), Jeffrey Whitman was strip searched as part of RCI's random drug-testing program and made to stand naked for twenty minutes in a bathroom stall until he produced a urine sample. He brought this suit under 42 U.S.C. § 1983 against the correctional officer who conducted the strip and body-contents search, Veroljub Nesic, and against RCI's security director...
