Plaintiff brought this action pursuant to 42 U.S.C § 1395ff(b)(1) to review a "final decision" of Defendant Tommy G. Thompson (the Secretary) denying Plaintiff, Anthony Guzzo (Guzzo), coverage under the Medicare pro procedure Guzzo underwent. On August 13, 2002, Guzzo filed an Amended Complaint (Complaint).
