In November 1995, appellants voluntarily placed Danielle with appellee, Alice Hempen, a nonrelative. In 1996, Gordon Bailey, Linda Bailey, and Hempen filed petitions in the Hamilton County Court of Common Pleas, Juvenile Division, for custody of Danielle.
