Petitioner is serving an 8 1/3 to 25-year prison sentence for manslaughter in the first degree and a concurrent 5 to 15-year prison sentence for assault in the first degree for killing a 16-year-old boy and injuring another with a semiautomatic rifle in a May 11, 1992 drive-by shooting.
