In June 1999, J.L. ("the father") filed a petition seeking a judgment declaring that he is the natural father of C.Y. ("the child"). He requested that the juvenile court grant him visitation and order him to pay child support. The juvenile court ordered blood tests; those tests confirmed that J.L. was the father of the child.
