The question whether variances were properly granted by the board of appeals of Norwood (board), allowing the defendant, Richard H. Vara, to proceed with a proposed residential subdivision on three acres of land, was the main issue argued in this appeal by the plaintiffs, Mario A. and Suzanne M. Perez. A Superior Court judge decided this case in favor of Vara and the board. We reverse.3
