LYONS, Justice.

John W. Hall was found guilty of failure to obtain a land-disturbance permit for site construction as required by a municipal ordinance of the City of Mobile ("the City"). Hall was sentenced to serve 10 days in jail; the court suspended that sentence and he was placed on one year's probation.
