The Welfare Reform Act (Act), Neb.Rev.Stat. § 68-1708 et seq. (Reissue 1996 & Cum.Supp.2000), limits recipients of public assistance to no more than 2 years of cash assistance and generally requires that while receiving cash assistance benefits, recipients engage in certain approved work-related activities.
