This case arises from the termination of James L. Hardric as a police officer for the City of Stevenson ("the City").

The City hired Hardric as a police investigator in 1992. He continued in that position until March 1, 1999, when he was suspended by Mayor James W. Matthews and Police Chief Tommy E. Lands.
