K.M.B. (the mother) appeals from the final order terminating her parental rights to her three children. We reverse and remand for further proceedings.

In June 1999, the Department of Children and Families (the Department) filed a petition to terminate the mother's parental rights to her two-year-old son, D.W., and her five-month-old daughter, M.B. The petition also sought to terminate the parental rights of M.B.'s father, W.B. Thereafter...
