WILLIAMS, Judge.

The plaintiff, Frank Swayze, appeals a district court judgment in favor of the defendants, State Department of Transportation and Development ("DOTD") and the City of Winnsboro. The court dismissed the plaintiff's claim for compensation for a feed-store building located on property expropriated by the State. For the following reasons, we affirm.
