Upon the mother's request for a child in need of care, these proceedings were instituted and the child was placed in the custody of the State and adjudicated in need of care. Following the mother's act of surrender of her parental rights, her attorney moved to annul the act of surrender because of her mental incapacity. The trial of the motion presented testimony of a psychiatric expert and the presurrender counselor concerning the mother's competency...
