Claimant was employed as general counsel by the State Energy Office from October 1988 through March 31, 1995, when the agency was abolished and claimant's employment was terminated. The Unemployment Insurance Appeal Board ultimately ruled claimant ineligible for unemployment insurance benefits on the ground that his service in a major nontenured policymaking or advisory position was statutorily excluded as employment for the purpose of qualifying for benefits...
