Pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. § 552, Students Against Genocide and other individuals and organizations (collectively "SAGE" or "plaintiff") seek agency records relating to human rights violations committed by Bosnian Serb forces in Bosnia during the summer of 1995.
