Dwayne Arnold Butler, the plaintiff in this pro se action brought under 42 U.S.C. § 1983, is presently incarcerated at the Delaware Correctional Center ("DCC") in Smyrna, Delaware. In May 1998, Butler was transferred from the DCC to the Greensville Correctional Center ("GRCC") in Jarratt, Virginia pursuant to the Interstate Corrections Compact, 11 Del.C. § 6571.
